"(...) Strengthening social inclusion should be one of the basic strategic priorities for development of the country and its economic policies. All recommendations should be further developed and operationalised through appropriate action plans, notably a mid-term development strategy and action plan, as well as a social inclusion strategy and action plan. Within this strategy, particular attention should be given to the preparation of future memoranda on social inclusion. Partnerships should be created to coordinate ap-proaches, which is the basis of social policy in the EU. It is important to underline that social inclusion cannot be achieved by developing policies only. This requires support of each citizen, non-governmental and governmental institutions, the business community, trade unions and political parties. (...)"
