Chapter 7. Bosnia and Herzegovina Beyond Dayton
Overcoming Fixations

by Tihomir Loza

"By moving decisively away from imposition - which, of course, is different from passivity - the international community would create a space for its participation in Bosnia's future debates (...). Rather than always being certain about what Bosnians should do and telling them so, it could try encouraging them to be more realistic in their demands or to see the problem at hand from the vantage point of their counterparts from other ethnic camps. And when proposing solutions, why not be unorthodox and acknowledge that there may be more than one? This may help the Bosnians get rid of their own fixations. It doesn't matter that such an approach would be seen as a recipe for disaster by many nation-building practitioners and theorists. What Bosnia badly needs now is some help to start appreciating the value of respectful dialogue as a key means of tackling political and social issues."
