"Bosnia is in urgent need of constitutional reform. Far-reaching reform aiming at a completely new Constitution remains a desirable goal but seems unlikely to be possible very soon. Under such circumstances, the only solution is to move forward gradually, taking relatively modest steps for which consensus among representatives of the three constituent peoples can be found. Such steps would nevertheless open a perspective for the future by making it clear that the dysfunctional rules of the present Constitution are not cast in stone, they would oblige politicians from the three peoples to work together, they would contribute to mutual trust and they should create momentum for a continuous reform process, which is indispensable if the country wants to participate in European integration."
