"(...) You cannot resolve one problem without envisaging the possible consequences for resolving other problems (...). Instead of a comprehensive approach, there was a pragmatic one (...) or rather merely an extinguishing at individual crisis points without any safety valves that would prevent the resurgence of conflicts or the triggering of new ones. This of course was not sufficient to ensure that after the cessation of hostilities, the rearranged situation might create a new basis for long-term peace and political and social stability in this part of Europe (...). Clearly a different approach should be attempted in resolving conflicts in the Balkans: an approach that would identify the causes of the repeated conflicts, define ways of eliminating them and respond comprehensively to the issue of the political future of the Balkans, or rather in this case particularly of the Western Balkans."
