"The accession of the EU to the European Convention on Human Rights could both strengthen the human rights protection regime in Europe as a whole and help form the demos necessary to 'host' European citizens. In my view there is no way around the need for the EU and its Member States to acknowledge human rights and citizenship as an interactive European concept.
