"Human rights are just one of the many dimensions of international assis-tance and the work of the international community in Bosnia, but I would argue, and I believe that Wolfgang Petritsch would agree, that it is the most important and least problematic. It is the most important because if civil and political human rights are honoured and protected, citizens can solve peacefully their own problems, make democratic decisions, ensure justice, and work toward the concrete fulfilment of social and economic rights. If the international community can renew its commitment to partnership, civil society and human rights, this century, after its tragic and destructive first years, can see an expansion of peace and prosperity throughout the world."
