"(...) The enlargement process has remade Europe even as it is shaping the states that will become new members of the Union. The process of widening the Union has forced Europeans to articulate what it is to be European, and in explaining itself Europe has reinforced its commitment to the shared institutions of the Union. The struggles now evident over the powers of the Union, versus those of the member states, or over the creation of a European identity in addition to the national identities, are part of the inevitable pains of a new institution finding its way. We do not here try to predict what the Union might become, whether deeper, shallower, broader, more insular, limited to its continent or expanding. But we do note that the contours of this debate are always changing."
