"Putting Bosnia back on its feet (...) required more than an international military presence. Also needed were significant financial resources, administrative support and political facilitation, even after the peace agreement had been signed. Harnessing all these elements into a single, cohesive international effort was of course very difficult, as different international structures and cultures met and often diverged. Yet this is precisely the challenge that the international community will face in conflict areas in the future. (...) A durable settlement requires that both short and long-term needs are addressed. The local political establishment needs to stay united behind the solution. A common vision is necessary. The economy needs to be revived, infrastructure repaired, neighbourly relations rebuilt. Tying up all these elements, defining the point where it all comes together, is certainly a challenge for the future."
