10-11 November 2008 - Dealing with the past and reconciliation processes in the Western Balkans

On the 10th and the 11th of November 2008, the conference “Dealing with the past and reconciliation processes in the Western Balkans” took place in Vienna, organized by the Centre for European Integration Strategies (CEIS), the Osservatorio Balcani e Caucaso and the Vienna Institute for the Danube Region and Central Europe (IDM).

Fourteen years have passed since the end of the war in Bosnia and Herzegovina, nine since the conflict in Kosovo, but in ex-Yugoslavia diverging memories and selective narratives on the recent past are still dominating. History in the Balkans continues to be an instrument of political manipulation, directed to the strengthening of ethnic communities each other in opposition. The reaction of the different public opinions to recent events such as the Kosovo declaration of independence, the arrest of the war criminal Radovan Karadzic, the denials of the responsibilities which lead to the Srebrenica massacre, show to which extent the past haunts the Balkan States in their road towards the EU integration. At the same time, it is difficult to imagine an active regional cooperation and good neighbourhood policies - needed in order to fasten the steps towards EU integration - without constant and sincere efforts in the reconciliation process. Three European think tanks - Osservatorio Balcani e Caucaso, the Centre for European Integration Strategies and the Institute for the Danube Region and Central Europe - are bringing to Vienna scholars, NGO activists, international organizations representatives and journalists from South East European countries. The focus of the discussion, the Balkans, will be integrated into our common European history. In fact, many countries which are already EU members also have conflicting memories, and we are still far from sharing a common European memory as we are from acknowledging each other's memory.
